Regional Framework for Occupational Competence Assessment and Certification

The Regional Framework for Occupational Competence Assessment and Certification (RFOCAC) was developed and published under the East Africa Skills for Transformation and Regional Integration Project (EASTRIP). It builds on the Regional TVET Qualifications Framework (RTQF-EKT), to provide a harmonised system for assessing and certifying occupational competences across Ethiopia, Kenya, and Tanzania.

The framework establishes common standards, procedures, and quality assurance mechanisms to ensure that TVET graduates are assessed fairly, certified consistently, and recognised regionally. It outlines the roles of ministries, TVET agencies, institutions, industry, and certifying bodies in the assessment and certification process, while promoting transparency, integrity, and inclusivity.

RFOCAC seeks to strengthen the mutual recognition of qualifications, enhances labour mobility, and builds trust in the quality of TVET systems. It is aligned with occupational standards and recognising formal, non-formal, and informal learning.  It serves not only as a tool for regional integration but also as a foundation for developing a skilled, adaptable, and competitive workforce capable of driving economic growth across East Africa and beyond.
